Interregional Multi-National Value Chain CSS
Overview
Pilot 5 is unique among the CSS Boost pilots as it is entirely virtual and does not involve the physical implementation of Circular Systemic Solutions (CSSs). Instead, it plays a cross-cutting and strategic role, focusing on synergies, complementarities, and interoperability between the CSSs demonstrated in Pilots 1 to 4.Through a virtual and interregional lens, this pilot explores how circular value chains from different territories and sectors can connect, scale, and evolve into more impactful systemic solutions at a European level.
Challenges
Pilot 5 faces distinct challenges:
Building a digital environment that realistically simulates interregional circular systems.
Integrating data and insights from Pilots 1–4 into a coherent virtual model.
Identifying and overcoming bottlenecks and inefficiencies in system interactions.
Evaluating both economies and diseconomies of scale in cross-regional circular economy solutions.
Ensuring stakeholder cooperation across territories and sectors in a virtual context.



Thematic Areas
The virtual CSS of Pilot 5 is structured around three major domains:
Food, water and nutrients (linked to Pilots 1 and 2)
Plastic (linked to Pilot 3)
Batteries and vehicles (linked to Pilot 4)
Potential Intersections
Pilot 5 will investigate cross-sectoral connections and impacts, such as:
Water reuse and nutrient recovery in plastics, packaging, textiles, construction and buildings.
Livestock (wool) and agriculture in the textile sector.
Plastics and bioplastics in the packaging sector.
Circular systemic solutions in the electronics and ICT sector.
Assessment
Unlike the other pilots, Case Study 5 has not yet been implemented physically. Instead, it is conceived as a fully digital environment that will:
Serve as a testing ground for system configurations, interactions, and decision-making.
Validate the feasibility and adaptability of previously defined value chains.
Integrate data and KPIs from Pilots 1 to 4 to create a coherent virtual model.
Provide insights on bottlenecks, inefficiencies, and scalability opportunities.
Impact
By leveraging the cumulative knowledge of the other pilots, Pilot 5 will:
Facilitate interregional cooperation among stakeholders (technology providers, producers, distributors, financiers, etc.).
Support the design, simulation, and feasibility assessment of cross-regional CSSs.
Identify new circular economy opportunities at EU level.
Provide a roadmap for replicability, scalability, and action planning.
